Citizens Group Petition seeking passage of an ordinance requiring a public hearing and separate approval of the City Council prior to financial assistance over $250,000 being granted for private projects |
RYAN FLOYD ET AL., petitioning pursuant to Article 10, Sec. 10-2 of the City of Newton Charter, that the Newton City Council enact an ordinance providing that any grant, loan, or other financial assistance from municipal funds exceeding $250,000 in the aggregate for a privately owned building, property, or project in the City of Newton shall first be the subject of a separate, duly noticed public hearing specific to that project, and shall require approval by a separate vote, specific to that project, of a majority of the full membership of the City Council; that such hearing shall precede any vote that appropriates, allocates, or designates funds intended for that project; that no prior appropriation, allocation, or designation of funds, including any first call on revenues or reserves, shall substitute for this approval; and that the ordinance applies equally to all such projects, prohibits no expenditure, and does not apply to emergencies affecting public health or safety. |
